It seem that capitation/bundle or global payments only make sense with clear quality standards in tandem. 

 I think that risk adjustment could work if were drilled down to patient micro cohorts rather than large populations and I think the data available in this state makes that possible, eg personalized risk adjustment in conjunction with personalized medicine. 

What the level of physician organizations involvement in determining quality standards and methods for risk adjustment in preparation for the likely funding change?
