Before we plunge into global billing, we should consider changing the Stark provisions. They are interpreted to allow non-hospital physician groups to refer to their own for-profit ancillary businesses often in the same building. Strangely, a hospital owned physician group cannot share in a hospital's ancillary revenue. I never understood this conflicting application of the Law. Doctors should not profit by referring to services in which they have ownership or where they are financially incentivized to refer.
