Couldn&#039;t have said it better myself.  &quot;Minimum&quot; should indeed mean minimum, and the fact that it doesn&#039;t shows that there is a problem with the compensation of the Connector Board.  The Board should reflect those paying the bills--employers, employees/consumers, and taxpayers.  Instead it is populated with academics and others who are out of touch with the competitive realities small businesses are facing today in Massachusetts.  Many seem to be arguing for a MA exemption for the national bill.  Perhaps what we really need is preemption and thus a level playing field with everyone else.</description>
