		<description>I&#039;m confused. When I read Charlie Baker&#039;s blog, he says administrative costs are NOT the problem. When I read the MHA report on insurers, they say administrative costs are rampant through the system. Then the government (state and federal) pays about eighty cents on  the dollar for care. And now the state is going to presme to dictate what insurance policy is good for me?
